We usually start with a basic assessment of the client's facilities and personnel, identify risks, and clarify the context. Subsequently, we conduct a threat analysis and provide security recommendations and plans.

Policies and Manuals

We prepare clear and practical documents that take into account the client's real situation.

Training and Incident Drills

We teach, discuss, plead, test—in short, we do everything we can to enhance the audience's ability to respond correctly to incidents and adhere to sensible security rules.

Individual Consultations and Coaching

We offer one-time or ongoing meetings to clarify your security situation and how to improve or continuously develop it. For some clients, we are "on call."

Crisis Team and Management Plan Preparation

When a major crisis occurs, it overwhelms the organization's management with a flood of phone calls, unexpected tasks, and dilemmas. We work with management to define the main agenda and establish procedures, communication, and task distribution.

Crisis Communication

We prepare texts for immediate warnings and rapid information dissemination about various incidents to relevant groups. We teach you how to communicate effectively during and after a crisis.

Prague City Hall Crisis Team during the COVID-19 Crisis

Focus: Situation analysis, planning, and coordination of support measures for vulnerable groups.

Challenge: Continuous evaluation, sharing best practices, coordination with partners.

Result: Informing management, practical procedures, training.

Threat Analysis of the Czech Parliament's Chamber of Deputies Building

Task: Evaluate threats and propose measures for an exposed state building.

Challenge: Balance security measures with operational accessibility and the institution's public role.

Result: A prioritized set of measures and an implementation plan.

Emergency Module for the Bakaláři School System

Focus: Definition and specifications for the development of a warning and communication module for schools.

Challenge: Usefulness for teachers, students, parents, and administration; simplicity of use under stress.

Result: A proposal of functions, procedures, and roles for the "Emergency" module.

Security for Stage Cycling Races (Czech Tour, Peace Race)

About Me, Our Internal Team, and External Collaborators

My approach to protecting soft targets is built on principles I developed through my professional experience and studies in Israel: an emphasis on the human factor in security, practicality, and the maximum effectiveness of every measure. I believe that true security is not about technologies and directives, but above all about prepared, attentive, and responsible people.

I continue to develop this approach thanks to colleagues with whom we address security in a spirit of friendly cooperation as well as healthy competition. Our shared goal is to advance soft target protection professionally in the Czech Republic and to deliver solutions that are both functional and sustainable.

Zdeněk Kalvach

Soft Targets Specialist, Rogerian Psychotherapist

Zdeněk Kalvach is a security expert with over 25 years of experience in leadership positions. He is a co-author of the Czech Ministry of the Interior's methodologies for soft target protection. His approach is based on the Israeli security school, with an emphasis on responsibility, functionality, and the human factor. He served as the head of security for Jewish organizations in Prague and as the deputy security director for Radio Free Europe, where he was also responsible for foreign bureaus. He applied his experience as a member of the Central Crisis Staff of Charles University after the tragic shooting at the Faculty of Arts. As a psychotherapist, he uniquely combines strategic management with the psychology of crisis situations.

Tsvi Arbeli

Expert Advisor and Lecturer

Tsvi Arbeli is a security expert with over 30 years of international experience gained in diplomatic services, counter-terrorism, and with the Israeli Army's special forces (Duvdevan unit). As a member of the Diplomatic Security Service of the Israeli Ministry of Foreign Affairs, he has served in key positions, including as the Head of Security for the Consulate General of Israel to the Southeast USA in Atlanta, Georgia. He was the first-ever Head of Security to establish and lead the security of the new Consulate General of Israel in Dubai, UAE following the Abraham Accords Declaration. For the last three years, he held the position of Head of Security at the Embassy of Israel in Prague. His career also includes service with the Israeli Secret service (“Shin Bet” and the Prime Minister Office), where he was responsible for security at Israeli air terminals and served as an El-Al Air Marshal, protecting civilian flights worldwide. Thanks to his legal education and top-secret security clearance, he combines strategic planning with precise risk analysis and crisis management.

Production, Coordination, and Event Security Specialist

Tereza Skálová has more than fifteen years of experience in project organization and coordination. She spent three years as a coordinator and two years as Head of Operations & Safety for the prestigious cycling races *Závod míru* and *Czech Tour*, where she managed event operations, safety measures, and all necessary permits. She worked for ten years in the non-profit sector, focusing on production, corporate volunteering coordination, philanthropy development, donor relations, and CSR projects. She also gained professional experience at Bison & Rose and HC Sparta Praha, where she contributed to marketing, consulting, and production activities.

Petr Bárta

Expert in physical and personal security, soft target protection, and crisis drills

Petr Bárta is the founder of Urban Safety and a recognized expert in personal security, crisis management, and tactical training. He has long collaborated with leading institutions in the Czech Republic, including Charles University, where he serves as a member of the Security Department and contributes to the development of methodological and crisis procedures for the academic environment. His work also includes security training and the development of procedures for cultural institutions such as the Czech Philharmonic, focusing on soft target protection, staff safety training, and crisis preparedness of event teams. Petr holds the Expert Level 2 technical rank in the Krav Maga system and possesses a wide range of instructor certifications for civilian, women’s, and VIP self-defense, as well as for armed forces. His approach combines the principles of professional security and police courses (SWAT, CQB) with practical training for companies, schools, and the public. He pays special attention to educating children and teachers in handling emergencies—from evacuation to crisis communication. He participates in the development of methodological materials and tactical cards that help schools and institutions respond effectively to crisis situations. His philosophy is based on the motto “Small change, big difference” (Parva mutatio, magna differentia) – emphasizing practical training, psychological resilience, and the cultivation of security awareness in everyday life.

Gabriela Ben David

Expert in Crisis Management for Soft Targets

Gabriela has been involved in security and crisis management for over 15 years. She has experience in crisis preparedness for communities, schools, universities, events, and commercial entities. In addition to preparation, she also assists clients during real crisis situations, such as after the terrorist attacks in Brussels or Copenhagen. Gabriela is the co-founder of the Soft Targets Protection Institute. Her crisis management methodology for soft targets was published in 2019 and 2025 by the Ministry of the Interior of the Czech Republic as a recommended standard. Currently, among other things, Gabriela is collaborating on the implementation of the security concept for Charles University. Gabriela studied Diplomacy and Conflict Resolution at Reichman University in Herzliya, Israel, where she has also been living for the last 10 years. Gabriela supports her clients not only at the organizational but also at the individual level; she is a certified coach from the Jerusalem Coaching Institute.

Security Manager at Tomas Bata University

Ing. Lukáš Kotek is the Physical Security Manager at Tomas Bata University in Zlín, where he is responsible for creating and implementing a comprehensive security strategy for the entire institution. His role includes protecting people, property, and information, preventing threats, identifying risk factors, and organizing security training. He has been active in the Czech security community for a long time and has participated in projects leading to the creation of methodologies certified by the Ministry of the Interior. He also shares his practical experience as a lecturer at the Institute of Security Engineering.

Ing. Dora Kotková, Ph.D., is an assistant professor at the Institute of Security Engineering at Tomas Bata University in Zlín. Her academic, research, and publishing activities focus on risk management and the protection of soft targets, particularly in the context of cultural events, schools, and transport infrastructure. She has contributed to projects leading to the creation of methodologies certified by the Ministry of the Interior. She also collaborates on developing educational platforms to raise security awareness and public preparedness for serious security incidents. Her work connects theoretical research with practical applications in security engineering and education.

Ing. Vít Kluger is the Head of Security and Crisis Management at IKEM. He has been working in the security field since 2014, starting with securing cultural events. He previously led the Department of Personal and Property Protection at ČZU and then managed security at Charles University, where he was responsible for the overall security concept and crisis management in response to the events of 2023. He focuses on crisis management, crisis communication, and the protection of soft targets. He is a member of many security working groups and actively participates in strengthening institutional resilience.

Over 30 years of experience in the commercial security industry, from a security guard, site manager, inspector, regional director, to a manager for special projects. 10 years in a leading position as Security Manager for Albert Czech Republic. Here he was responsible for the company's security policy, incident report process, BCM and CMT, internal crime investigation, risk management, and loss prevention, and was a member of the leadership team. In 2011, at the International Security Management Conference held under the auspices of the Police President of the Czech Republic, he was awarded as Security Manager of the Year. He is the president of the international association of security professionals, ASIS International for the Czech and Slovak Republics. He is a member of the Commission of the Republican Committee for Crime Prevention for cooperation in the field of situational prevention. Otomar Sláma is a manager and entrepreneur connecting the fields of innovation, technology transfer, and security. As a former chairman of the board, he was instrumental in the establishment and successful development of Charles University Innovations Prague (CUIP), the first subsidiary of Charles University for the commercialization of research. Simultaneously, he is engaged in business in the security sector, where he founded and led the companies Forteco Solutions and Crowd Safety, focusing on crowd safety and crisis management.
